Tamworth’s Local Plan is Adopted

house buildingTamworth’s Local Plan, the framework for future growth and development in the borough up until 2031, has been formally adopted.

The Plan has been in development for seven years and has been the subject of extensive consultation – both with partner organisations and individuals.  It has been through two consultations, an examination and a final modifications stage.

It was drawn up in partnership with a number of other agencies, including Staffordshire County Council and Highways England.  A number of consultation events were also carried out to give members of the public the chance to express their view on the plan.

During the various consultation events, a total of 1,038 responses were received from individuals and organisations.  The Plan has changes and evolved throughout its draft stage to incorporate some of the input from those who took part in the consultation.

The Local Plan has also been examined by an independent inspector and found to be legally sound.  The inspector approved the Local Plan for adoption following a lengthy examination in the summer.

The new Tamworth Local Plan 2006-2031 was formally adopted at Tuesday’s Full Council meeting and will now be used to guide the future growth and development in Tamworth.

It sets out the requirements for the scale of housing, employment, retail and transport developments, allocates land for where these developments should be located and provides specific policies to ensure that new development is or can be made sustainable.

The Plan also contains policies to protect the borough’s extensive natural and built environment, as well as providing the statutory legal framework against which planning applications will be determined.

Councillor Steve Claymore, Cabinet member for Economy & Education, said, “Tamworth is expected to experience a high level of growth in the next few years, and we need to be able to identify and provide the necessary housing, employment and retail to allow the borough to fulfil its full potential.

“It is vital for the future growth and development of Tamworth that we have a Local Plan in place which can meet the needs of the borough.

“The adoption of the Local Plan for Tamworth is a significant milestone and allows us to ensure that we meet the growth and development needs of the borough up to 2031.

“Our public sector partners – including Staffordshire County Council, Highways England, the Clinical Commissioning Group and the Police – have a vital role in the ongoing work to ensure that Tamworth has the services it needs, fit for the changing population and we hope they too will continue to play their part in providing those services for future generations.”

The Local Plan has been examined by an independent inspector, who found it to be legally sound and approved it for adoption.

The evidence base for the Local Plan – which has been confirmed by the inspector –  shows that Tamworth has a need for at least 6,250 new homes over the lifetime of the plan, but due to development constraints, such as Green Belt and extensive flood zones, only 4,425 can be accommodated within Tamworth.  This is approximately 177 new homes a year.

As the Plan covers the period from 2006 to 2031, more than 1,000 of these homes have already been built within Tamworth, along with 1,000 outside the borough in Lichfield and North Warwickshire.  With these already build homes taken into account; the plan is to build fewer than 3,000 in Tamworth up to 2031.
